My friend lives in Dubai and her father lives in the USA. To make a phone call from Dubai to the USA is .26 cents per minute. I can talk PC To PC at no charge, but her father doesn’t have a computer as he is in a nursing home. I want to to set up a computer so she can bring it up and dial directly off my computer. Skype and other cheap phone services are banned in Dubai.

what if you set up a wireless labtop with yahoo on it for her maybe she can get a cheap used labtop? http://www.usanotebook.com/
all you would need is at least a 800mhz-1ghz labtop with say 512-1gig of memory could be very cheap say 400-500$
