Yes, it is possible.
However, there have been reports that many VoIP services are blocked in the UAE.

But they may be blocking calls originating from Skype.
I am a user of Skype and like it quite well for USA/Canada calling.
CallCentric has the best rate I’ve seen to Dubai at 18.5 cent/min. To use CallCentric from your PC, you will need to download their free softphone first. Or, myself, I prefer to use the user configurable “3CX VoIP Client” softphone from 3CX.

Otherwise, some people prefer the the X-Lite softphone.

Efonica has offices in Dubai and USA. Thus, if any VoIP service can get through to Dubai, without getting blocked, I expect this company can. I use the Efonica softphone and it works quite good.
